Alabama e-bike laws

Last checked Oct 23, 2026 ยท By EbikePost editors

Short answer

Three-class system: yes. Class 3: A Class 3 e-bike is pedal-assist only. Nobody under 16 may operate one (passengers allowed on a bike designed for them), every Class 3 operator and passenger must wear a CPSC or ASTM-standard helmet, and a county or city may bar Class 3 from bicycle and multi-use paths.

Minimum ageNo statewide minimum age for Class 1 or 2 in the act; under 16 may not operate a Class 3.
HelmetsEveryone on a Class 3 e-bike must wear a properly fitted, fastened helmet. Alabama's general bicycle rule also applies: riders under 16 must wear a helmet on public roads, bike paths and in public parks (ALEA driver manual).
Bike pathsE-bikes may be ridden where bicycles are allowed, including bike lanes and multi-use paths; after a hearing a local government may bar Class 1 and 2 for safety or legal reasons, and may bar Class 3 outright. Nonmotorized natural-surface trails are exempt from this section.
RoadsE-bike riders have the rights and duties of bicycle riders and need no licence, registration, title, tags or insurance.
SidewalksALEA says it is illegal for people on bicycles to ride on the sidewalk in Alabama; e-bikes carry the same duties as bicycles.

Classes and rules from the enrolled 2021 act HB99 (Code of Alabama 32-1-1.1 and 32-5A-267); later amendments were not checked. E-bikes need a class, speed and wattage label.
