Short answer
Three-class system: yes. Class 3: A Class 3 e-bike is pedal-assist only and stops assisting at 28 mph. It may not be used on a bicycle or multiuse path unless the path is beside a road or the agency in charge allows it.
| Minimum age | No statewide minimum age appears in the Arizona e-bike statute (ARS 28-819). |
|---|---|
| Helmets | No helmet requirement applies to e-bikes. Arizona's under-18 helmet rule (ARS 28-964) covers motorcycles, ATVs and motor-driven cycles, which by definition exclude e-bikes. |
| Bike paths | Class 1 and 2 may use bicycle and multiuse paths unless the local authority or state agency in charge prohibits it; Class 3 is limited as above. |
| Roads | E-bike riders have the rights and duties of bicycle riders and need no title, registration, license or insurance. |
| Sidewalks | Not addressed in the e-bike statute; local rules may apply. |
Classes defined in ARS 28-101(29); operating rules in ARS 28-819. E-bikes must carry a label with class, top assisted speed and wattage.
