Short answer
Three-class system: yes. Class 3: Class 3 motor assists only while pedaling and stops between 20 and 28 mph; must have a mph speedometer. Riders under 16 may not operate one (they may ride as passengers on a bike built for them).
| Minimum age | 16 to operate a Class 3; no statewide minimum age is stated for Class 1 or 2. |
|---|---|
| Helmets | Everyone operating or riding on a Class 3 must wear a helmet; for Class 1 and 2, the general bicycle rule applies (helmet required under 18). |
| Bike paths | E-bikes may use bicycle and multi-use paths unless a local authority or state agency prohibits it after a public hearing; agencies may bar them from natural-surface nonmotorized trails. |
| Roads | Allowed anywhere bicycles are, including streets, shoulders and bike lanes. |
| Sidewalks | Not allowed while the motor is engaged, even where bicycles may ride. |
