Short answer
Three-class system: no. Class 3: The D.C. Code does not use Class 1/2/3. It defines a 'motorized bicycle' as having a motor that cannot propel it faster than 20 mph on level ground, so a 28 mph Class 3 bike does not fit that definition; DDOT's guide uses the classes only as industry terms.
| Minimum age | DDOT's e-bike guide says e-bike riders must be at least 16. |
|---|---|
| Helmets | Under 16 must wear a helmet (D.C. Code 50-1651); DDOT says riders over 16 are not required to wear one. |
| Bike paths | DDOT says Class 1 and 3 are permitted wherever bikes are allowed at Rock Creek Park and the National Mall (NPS land); other trails vary. |
| Roads | Legal e-bikes (motor under 750 W, 20 mph on motor alone, pedals) are treated like bicycles on roads. |
| Sidewalks | Riding allowed except in the Central Business District; yield to pedestrians. |
Resolves the 20 vs 28 mph conflict: the Code text (D.C. Code 50-2201.02(11A)) says 20 mph. Age 16 comes from DDOT's e-bike guide; helmet rule from D.C. Code 50-1651 (under 16) as DDOT describes it.
