Short answer
Three-class system: yes. Class 3: Class 3 low-speed electric bicycles are pedal-assist only, stop assisting at 28 mph, and need a speedometer. On a bike lane or multi-use path they may not exceed the posted speed limit, or 20 mph if none is posted.
| Minimum age | No minimum age for Class 1 or 2; a person under 16 may not operate a Class 3 but may ride as a passenger where allowed. |
|---|---|
| Helmets | No helmet requirement applies to e-bike or bicycle riders: the word 'helmet' does not appear anywhere in Iowa Code chapter 321 (motor vehicles and law of the road). Check local rules. |
| Bike paths | Low-speed e-bikes may be operated anywhere a bicycle is allowed, including bike lanes, bikeways and multi-use paths. |
| Roads | On highways they follow the rules for bicycle riders; they are not subject to license, registration, title or insurance rules for vehicles. |
| Sidewalks | The e-bike statute does not address sidewalks beyond allowing use where bicycles are allowed; local rules may apply. |
Class definitions are in Iowa Code 321.1(36A) (motor under 750 W); operating rules in 321.235B. Labels with class, top assisted speed and wattage are required. Helmet recheck on 2026-10-23: the full text of chapter 321 was searched and has no helmet provision.
