Kansas e-bike laws

Short answer

Three-class system: yes. Class 3: Class 3 e-bikes are pedal-assist only and stop assisting at 28 mph (motor under 750 W). A person under 16 may not operate a Class 3 but may ride as a passenger on one designed to carry passengers.

Minimum ageNo statewide minimum age for Class 1 or 2; under 16 may not operate a Class 3.
HelmetsNo helmet requirement applies to e-bike or bicycle riders: no helmet or headgear section appears anywhere in the section list of Kansas Statutes chapter 8, and K.S.A. 8-1592b has none. Check local rules.
Bike pathsE-bikes may be ridden where bicycles are allowed, including bike lanes, multi-use paths and trails, but a city, county or state agency may restrict or ban an e-bike class on a path or trail; nonmotorized natural-surface trails can be regulated separately.
RoadsE-bikes may use streets, highways and roadways and have the same rights and duties as bicycles; they are not motor vehicles, so no license, registration, title, plate or insurance is required.
SidewalksCities may adopt their own ordinances governing e-bikes on sidewalks; there is no statewide sidewalk rule in the statute.

Classes defined in K.S.A. 8-1489; operating rules in K.S.A. 8-1592b (2022 law). E-bikes must carry a label with class, top assisted speed and wattage. Helmet recheck on 2026-10-23: the full chapter 8 section list was searched for helmet and headgear provisions and none exist.
