Short answer

Three-class system: yes. Class 3: A Class 3 e-bike is pedal-assist only, stops assisting at 28 mph and must have a speedometer. Nobody under 12 may operate one (passengers under 12 are allowed on a bike built for them), and all Class 3 operators and passengers must wear an approved helmet.

Minimum ageNo minimum age for Class 1 or 2; under 12 may not operate a Class 3.
HelmetsAll operators and passengers of a Class 3 e-bike must wear an approved bicycle helmet (fine of $50, waived with proof of buying a helmet). R.S. 32:204 sets no helmet rule for Class 1 and 2.
Bike pathsE-bikes may be ridden where bicycles are allowed, including bike lanes and shared-use trails; after notice and hearing, local or state authorities may bar Class 1 and 2 for safety or legal reasons, and may bar Class 3 on a trail or path they control.
RoadsE-bikes have the rights and duties of bicycles and are treated as vehicles in the same way as bicycles.
SidewalksNot addressed in R.S. 32:204; check local rules.

Current text of La. R.S. 32:204 (Acts 2020, No. 152) read on legis.la.gov. E-bikes must carry a class, top speed and wattage label and the motor must cut out when pedaling stops or brakes are applied.
