Short answer
Three-class system: yes. Class 3: Class 3 e-bikes assist only while pedaling up to 28 mph and need a speedometer. They may not use bicycle paths unless the path is on a roadway or the controlling authority has allowed them.
| Minimum age | No minimum age for Class 1; a person under 16 may not operate a Class 2 or Class 3 e-bike. |
|---|---|
| Helmets | Riders and passengers under 16 must wear a properly fitted and fastened bicycle helmet; no statewide helmet rule for adults. |
| Bike paths | Class 1 and 2 may use any place bicycles may go, including bicycle paths, unless the controlling authority prohibits it; e-bikes are barred from nonmotorized natural-surface paths unless authorized. |
| Roads | E-bike operators need no driver's license, registration or plates under Title 29-A; owners of private ways may restrict or allow e-bikes. |
| Sidewalks | Not addressed in the e-bike statute; check local rules. |
Classes are defined in 29-A M.R.S. 101 (motor under 750 W); rules in 29-A M.R.S. 2063. Labels showing class, top assisted speed and wattage are required.
