Minnesota e-bike laws

Short answer

Three-class system: yes. Class 3: Class 3 (and multiple-mode) e-bikes provide pedal assist only and stop assisting at 28 mph; they must have a speedometer and the motor must cut out when the brakes are applied. Class 3 motors may be used on bike paths and trails unless the local authority or state agency prohibits it.

Minimum ageUnder 15 may not operate any electric-assisted bicycle (all classes).
HelmetsNo helmet requirement applies to e-bike or bicycle riders: Minnesota Statutes chapter 169 has helmet rules only for motorcycles and for under-18 motorized foot scooter riders, not for bicycles or e-bikes.
Bike pathsClass 1 and 2 may use the motor on bike paths and trails unless prohibited by law (e.g. state park rules, 85.015 subd. 1d); class 3 may too unless the local authority or state agency prohibits it. Local authorities may regulate natural-surface nonmotorized trails.
RoadsE-bikes may be ridden on the roadway shoulder, in bike lanes and on bicycle routes.
SidewalksNo e-bike-specific sidewalk rule; general bicycle rules bar riding on sidewalks in business districts unless the local authority permits, and localities may prohibit it elsewhere.

Classes 1 and 2 stop assist at 20 mph, class 3 at 28 mph; motor max 750 W (subd. 27, subds. 15a-15c). Recheck on 2026-10-23: the full text of chapter 169 was searched for helmet and headgear provisions.
