Missouri e-bike laws

Last checked Oct 23, 2026 ยท By EbikePost editors

Short answer

Three-class system: yes. Class 3: Class 3 is a pedal-assist e-bike whose motor stops assisting at 28 mph (RSMo 301.010). Class 3 bikes must have a mph speedometer, and local authorities may prohibit them on bicycle or multi-use paths (307.194).

Minimum ageNo one under 16 may operate a Class 3 e-bike (a younger child may ride as a passenger on a bike built for one). Section 307.194 sets no minimum age for Class 1 or 2.
HelmetsNo helmet requirement applies to e-bike or bicycle riders: the section list of Missouri's vehicle-equipment chapter (307) has a helmet rule only for motorcycles, and 307.194 has none for e-bikes.
Bike pathsE-bikes may be ridden on bicycle and multi-use paths where bicycles are allowed; a local authority may restrict Class 1/2 after a public hearing, or Class 3 outright. Natural-surface non-motorized trails can be regulated locally.
RoadsE-bike riders have the same rights and duties as bicycle riders, and no registration, title, license or insurance is required.
SidewalksSection 307.194 does not address sidewalks; check local rules.

Class 1/2/3 system in effect since Aug 28, 2021 (SB 176). Motor must be under 750 W. Helmet recheck on 2026-10-23: chapter 307's bicycle sections (307.180 to 307.194) were reviewed and contain no helmet rule.
