Pennsylvania e-bike laws

Short answer
Three-class system: no. Class 3: Pennsylvania does not use the Class 1/2/3 system. Its Vehicle Code defines one 'pedalcycle with electric assist' (under 100 lb, motor up to 750 W, capable of no more than 20 mph on motor power alone), so a 28 mph Class 3 bike does not fit that definition.
| Minimum age | You must be at least 16 to operate a pedalcycle with electric assist (75 Pa.C.S. 3514, per PennDOT). |
|---|---|
| Helmets | Helmets are required only for riders under 12, as for any bicycle; PennDOT recommends them for everyone. |
| Bike paths | E-bikes that comply with the Vehicle Code are allowed on state park and forest trails open to bikes (not hiking trails or trails marked no-biking); on non-motorized trails the rider must pedal rather than use the throttle alone. |
| Roads | All laws for pedalcycles apply to e-bikes; they may use roads, shoulders and bike lanes but not freeways. |
| Sidewalks | Bicycles, and so e-bikes, may use sidewalks outside business districts but must yield to pedestrians; in business districts only where traffic-control devices permit. |
Source is PennDOT's PUB 944 micromobility sheet and PennDOT and DCNR pages; the Title 75 text itself (palegis.us) was not reachable, so the age and definition are as PennDOT reports them.
