Short answer

Three-class system: yes. Class 3: Class III means pedal-assist only that stops assisting at 28 mph (SDCL 32-20B-9). A Class III bike must have a working speedometer, and may not be ridden on a bicycle or multi-use path unless the path is next to a road or the path's governing entity expressly allows it.

Minimum ageClass III: operator must be at least 16 (younger riders may be passengers on a bike built to carry one). No statewide minimum age stated for Class I or II.
HelmetsClass III: operators under 18 and all passengers of any age must wear a properly fitted and fastened bicycle helmet. No statewide e-bike helmet rule for Class I or II in the chapter.
Bike pathsClass I and II may use bicycle and multi-use paths unless the governing entity prohibits it. Class III is restricted as described above.
RoadsE-bikes are treated as vehicles/bicycles under SDCL chapter 32-20B; not classed as motor vehicles.
SidewalksThe e-bike sections do not address sidewalks; general bicycle rules in 32-20B apply.

Labeling of class, top assisted speed and wattage is required on new e-bikes. Local governments may restrict paths and trails.
