Short answer

Three-class system: yes. Class 3: A Class 3 e-bike has a motor that assists only while pedaling, with a top assisted speed above 20 and under 28 mph. You must be at least 15 to operate a Class 3; younger riders may ride as passengers.

Minimum ageNo statewide minimum age for Class 1 or 2; 15 to operate a Class 3 (passengers of any age allowed).
HelmetsNo helmet requirement appears in the Texas Transportation Code sections on e-bikes (chapters 551 and 664); check local rules.
Bike pathsThe state and local authorities may not ban e-bikes where regular bicycles are allowed, except on natural-surface paths that are closed to motor vehicles.
RoadsLocal authorities may not ban e-bikes on highways used mainly by motor vehicles; e-bikes are exempt from the motor-vehicle subtitles that cover registration and licensing.
SidewalksThe state or a local authority may prohibit bicycles on sidewalks; there is no statewide e-bike sidewalk rule beyond that.

Classes and labels in Transportation Code ch. 664 (HB 2188, 2019); operating rules in 551.106 and 551.107. An e-bike's motor must cut out when pedaling stops or the brakes are applied.
