Minimum ageUnder 8 may not operate any motorized e-mobility device on a public road. Ages 8 to 15 need direct adult supervision or a state safety certificate (supervision rule starts 5 May 2027; the state course opens spring 2027); under 16 may not ride a Class 3.

RoadsRiders are subject to all traffic laws including DUI rules; riders 16 and older may ride any class on a roadway.
SidewalksChildren 8 to 14 must be accompanied by an adult when riding an e-bike with the motor on a sidewalk, road, path or public property.

Source is the Utah Department of Public Safety's Highway Safety Office page on HB 381 (effective 6 May 2026); le.utah.gov and dld.utah.gov were blocked, so the statute text (41-6a-1115.5, 41-6a-1505) was not read directly and the agency page is the authority. Some HB 381 rules start in 2027.
