Short answer
Three-class system: yes. Class 3: Class 3 (pedal-assist, 28 mph, speedometer) may not be ridden on a shared-use path unless local rules allow, and may not be ridden on sidewalks except where no alternative exists or a local ordinance allows (RCW 46.61.710).
| Minimum age | Under 16 may not operate a Class 3 (RCW 46.20.500); no statewide minimum found for Class 1 or 2. |
|---|---|
| Helmets | RCW 46.37.530 says e-bike operators must follow bicycle helmet laws, but the statute sets no helmet requirement itself; any helmet rule comes from local ordinance. |
| Bike paths | Class 1 and 2 allowed on shared-use paths unless a local jurisdiction or agency restricts them; Class 3 generally not. |
| Roads | Allowed on highways like bicycles; Class 3 allowed on facilities within or adjacent to a highway. |
| Sidewalks | Class 3 unlawful on sidewalks with limited exceptions. |
Non-motorized natural-surface trails are off limits unless the managing agency allows e-bikes.
